California gives new residents 20 days to register a vehicle after becoming a resident or taking a job here. The transfer needs the out-of-state title or registration, a California smog certificate for most gasoline vehicles (out-of-state smog results don't count), a physical VIN verification on the REG 31, proof of California insurance, and the fees. The verification is what forces a DMV visit; a licensed mobile vehicle verifier removes that step.
| Point | Details |
|---|---|
| Deadline | 20 days to register after you become a resident or get a job in California (California Driver's Handbook). |
| Verification | The DMV checklist calls the vehicle inspection mandatory; a peace officer can also complete the REG 31 (DMV checklist). |
| Smog | Most vehicles need a California-certified smog check; out-of-state smog tests are not accepted (DMV checklist). |
| Odometer | Disclosure required for vehicles less than 10 years old (DMV checklist). |
| Money | Registration and CHP fees, a vehicle license fee based on value, and possibly use tax if the car was bought recently (DMV). |
When does the 20-day clock start?
Earlier than most people think. The California Driver's Handbook says you have 20 days to register your vehicle after you become a resident or get a job in California. The DMV's checklist describes residency as established by things like getting a job or renting a home, so the countdown often begins on move-in day, not when the moving truck is finally unpacked. Register late and the DMV's late penalties attach to the registration fees.
What documents does an out-of-state registration need?
The DMV's out-of-state checklist and its registration pages add up to a short list, but every item has to be there. The out-of-state title, or the out-of-state registration if a lender holds the title. A California smog certificate for most gasoline vehicles. The Verification of Vehicle (REG 31), completed by someone the DMV authorizes. Proof of California insurance. An odometer disclosure if the vehicle is under 10 years old. A weight certificate for pickups and commercial vehicles. And payment.
- Out-of-state title, or registration if the title is held by a lienholder
- California smog certificate (out-of-state tests not accepted)
- REG 31 vehicle verification
- Proof of California insurance and your identification
- Odometer disclosure (vehicle under 10 years old)
- Weight certificate for pickups and commercial vehicles
Why is the VIN verification such a big deal?
Because it's the one step the DMV won't do remotely. The checklist says registering an out-of-state vehicle in California requires a mandatory in-person visit to a DMV office because the vehicle must undergo a physical inspection, and that you can enter the VIN verification lane without an appointment. It also notes that a peace officer in your previous state can complete the REG 31 before you move. The third route is a DMV-licensed vehicle verifier, who can inspect the vehicle at your home; salvaged or branded titles must go through the CHP instead.
| Verifier | Where | Notes |
|---|---|---|
| DMV employee | DMV office | No appointment needed for verification only; the vehicle must be driven there |
| CHP | CHP office by appointment | Required for salvage, revived junk and branded titles |
| Peace officer in your old state | Before you move | Must use the California REG 31 form |
| Licensed mobile vehicle verifier | Your driveway, shop or lot | No DMV trip; the vehicle doesn't need to be driven |
Will I owe California tax on a car I already own?
Usually not if you've owned it for a while. The DMV's checklist lists use tax ranging from 7.25% to 10.25% based on your California city and county, which applies when a vehicle was purchased shortly before being brought into the state, with credit for sales tax paid elsewhere. The vehicle license fee, described in the checklist as roughly 0.65% of the vehicle's value, applies to everyone and is part of the normal registration cost along with the $76 registration and $34 CHP fees.
Does a new car still need a California smog check?
On first registration in California, most gasoline vehicles do, even ones that would be exempt from a renewal smog. The DMV's standing exemptions are gasoline vehicles from 1975 and older, diesels from 1997 and older or over 14,000 pounds GVW, natural gas vehicles over 14,000 pounds, and electric vehicles. Have the test done at a California station before you submit anything, because the result is reported electronically and the application can't be finalized without it.
From the counter
A customer who'd never registered a vehicle in California wrote that the DMV was overwhelming, long lines and red tape, and that we did it all for him. Out-of-state transfers are exactly the transaction a business partner is for: several documents, one physical inspection, and a deadline.
Our licensed mobile verifier completes the REG 31 at your Bakersfield address, then we process the registration and issue California plates at our office on E Norris Rd as a DMV business partner. If the record shows no California insurance, Jose's Insurance Agency in the same office can fix that before we file.

Frequently asked questions
Can I register an out-of-state car in California without visiting the DMV?
Yes, if the vehicle verification is done by a DMV-licensed vehicle verifier or a peace officer and the registration is processed by a licensed DMV business partner. Ramos Auto Registration Services in Bakersfield provides both; the DMV offers the same transaction without a service fee.
Do I have to give up my out-of-state plates?
California issues new plates when the vehicle is registered here. Whether the old plates must be returned depends on the state that issued them; check that state's rules, since some require the plates back to close out your registration.
I'm a student or military. Do I still have to register?
There are exceptions for some nonresident students and active-duty military members stationed in California. The rules depend on your residency and where the vehicle is registered, so call and describe your situation before paying anything.
